Configure node to start provide any block it receives

Description

When receiving a block from a file, a node should automatically use start-provide for this file to communicate to the network it can provide blocks of the given file

Note

Should add a parameter when launching the node, or a cmd (or both) to be able to change this to not start providing when receiving a block (the current behaviour"
